Public bug reported:

Binary package hint: gnome-power-manager

Triggering suspend and hibernate used to be possible by left-clicking
the tray icon and left-clicking the respective item in the upcoming
menu. No such menu anymore in Karmic. gnome-power-cmd script has been
removed and gives this, if a copy of it is used, when running gnome-
power-manager:

Suspending / Hibernating
Error org.freedesktop.DBus.Error.ServiceUnknown: The name
org.freedesktop.PowerManagement was not provided by any .service files
Failed

It works fine with xfce4-power-manager.
