Same issue exists in Alpha 3 for Natty Narwhal. I noticed that Windows 7
also plays the Welcome sound file before the user is actually "welcome,"
but in my opinion that's no reason to follow their lead.

Same issue in 10.10. The ba-da-bump plays prior to the login screen
being available.

No, this is not resolved. The Welcome sound still plays before the user
has the ability to actually hit "enter" and log in.
I think of this as more of an Accessibility feature; an ideal to program
towards; rather than a bug that exists in a single version of GDM.
