I can no longer get any keyboard shortcut to work in gdm, not even ALT+L
for language selection.

Could you explain why? To me, the whole problem is that tabbing through
widgets in the GDM greeter is not working currently. Power menu is
just a special case of this.

It depends on whether you look at the bug summary or the bug

Confirmed for the power menu part. But you can choose language (Alt+L)
and log in right after, just type the password and hit Return.
