I have tried to reproduce this using 12.04, with indicator-sound
0.8.0.0-0ubuntu3 and scrolling while over the sound icon works both when the
sound menu is open and closed, so I am setting the ubuntu task as Fix released.
Feel free to reopen if it still doesn't work for you in the development

When running gnome-volume-control-applet an applet appears that works
correctly. Why not build on that? Having the volume control in the
notification area is illogical and impractical anyways.
