Thanks for the report. Have you checked that you're actually able to
change user passwords? Just create a test user, then run 'sudo passwd
$USER_LOGIN'. If you get a "System Error" message even when passwords
are long enough, then you're experiencing bug 546874 (which as a
workaround).
