why would anybody try to convert an empty file, seems rather a corner
case than a real bug

There is nothing in the foo.xml file. It would be the output file that
got written to if gtk-builder-convert were successful. But having
handed gtk-builder-convert an empty input file (/dev/null) the program
crashes instead of issuing an error message.
All you should need to do is :
gtk-builder
could you add the glade example to the bug?
