The debug packages permit to get a debug backtrace. You have nothing to do, the debugger will use them automatically if you get a crash again, then you can update the bug with the new detailled version of the backtrace -- Bug in gnome-panel reported by bug-buddy? https://launchpad.net/bugs/57321

I installed the packages you have listed. So far nothing happened. What further information do you need? I am not very experienced in bug-reporting:-/ I recently updated from dapper drake to edgy eft. Do you know this already? How can I provoke this failure to happen again - I don't remember
