So I got a little curious and noticed that compiz wasn't running so I
added that to my startup and now i have my panel and maximizing back!

Apart from the issue with the gnome-panel, which I don't have, I have
the same symptoms after an upgrade to 10.04. The windows don't maximize
or minimize, and the chrome containing the close/minimize/maximize is
unavailable. Holding down alt to try to move a window fails to work,
