Thank you for your report. I can confirm this bug. The upstream bug
report suggests that the screen should pan, rather than the scrollbars
should be shown, however the problem is the same.

The problem is in 10.10 Netbook edition which I'm not sure if it is
considered Unity or not. The new Unity minimal scrollbars are not
present. I generally do not use Unity. I've also observed the problem
in 11.04 with Ubuntu Classic (no effects) desktop.

I suspect this problem is related to overlay scrollbars. Could you please
confirm that you are using Unity as your desktop environment?
