Deleting Menu Item Panel keeps the panel from loading on the next login
No. The startup procedure for the panel should be listed as a startup
service in the startup menu and not connected in any way to the menu
item in the panel itself. Simply deleting the menu item should not keep
the panel from loading. A menu item should not have that kind of power.
