Since the installation of a fresh 10.04 when I set both Put computer to
sleep, and Put display to sleep to Never, upon a new login, the
display will sleep after 10 minutes.

A slight elaboration on the description above:
The settings will always display as Never, and on a new login, the
display will sleep after 10 minutes. This is changed when I click Make
Default on Power Management Preferences as a user. When I log out and
back in, or reboot, the display sleeps
