I can reproduce this bug by starting the run dialog (alt+F2), typing in
a command and dragging the icon to the panel. The launcher works up to
the next reboot. I am really fond of this feature, because this speeds
up populating the panel an a fresh install.

I just saw that the launchers dragged from the run dialog still exist in gconf
(apps/panel/objects/), but their target is in /tmp
e.g. /tmp/totem-1.desktop
So it is clear that it wont be shown after reboot.

This also affects me. Slight difference though. I added a drawer to a
panel. Then, as you can't drag items from a menu direct to a drawer
(you should be able to!) I copied icons to the desktop. Then I dragged
them from the desktop to the drawer. After rebooting, they were all
gone.
