I posted this on the devel list.
And there was this one reply saying that since dapper is a LTS release, Opera
chose to put the deb on commercial repo.
If a commercial vendors want to put stuff in the repos, they can.
Apparently, for edgy they didn't want to.

That's not really a package bug, launchpad is probably not the right
place to get a reply on that, you should rather mail the ubuntu-devel
list about that
