I tried to do this, but there was an error message that there is already
a panel running:
Cannot register the panel shell: There is already one running.
So I tried to kill it, with killall gnome-panel and then, the panel
appeared.

I believe its more of a compiz bug. could you create a launcher on the
desktop which should have the command 'metacity --replace' and run it
and see if that brings back the panels
