In my Thinkpad laptop running Gutsy, the keyboard layout changes (swap
capslock and ctrl keys) is changed under the ctrl-alt-F1 console, just
as I would like it to be.
However, in Hardy it no longer works this way.

Thanks for your bug. The tools is a desktop one and an user
configuration tool, not a system one. The feature request might make
sense for a new tool, it should be rather discussed upstream or on a
list than on a bug tracker though, I'm marking it as Rejected, we are
not likely to work on that feat
