OK, The issue goes away if I remove the "Lock screen when screensaver is active" option from the Screensaver settings.
Apparently when the screen does lock, then the switch fails. If I switch users when the screen didn't get an opportunity to lock the screen then the switch succeeds. For the time being, I have the optioned turned off, but that's just a workaround...
