Colin, I disagree. The behavior is a lot better than in Oneiric.
You do have to be able to edit the shortcut name and the command though
so I don't think Custom Shortcuts is broken. Although I'd personally
mark this as Won't Fix, I'll go ahead and reopen this since the original
report was about Cu
For some reason Launchpad won't let me change the status back to
Confirmed.

Cant change keyboard shortcuts
Not for me with Custom Shortcuts it isn't. Using gnome-control-center
1:3.3.92-0ubuntu4 on Precise:
System Settings > Keyboard > Shortcuts > Custom Shortcuts
Click + and enter name and command, Apply.
The prompt at the bottom says to click a row and press keys. Clicking a row
pops up the comma
Clicking the row works for me fine with gnome-control-center 3.3.92 on
Ubuntu 12.04 Beta. There's no need to click the actual shortcut section
of the row any more.

I agree with Colin Law that this is just bad UI design, the text says to
click the row you want to change - but actually you need to click the
actual shortcut.
Clicking the name column of the row does not do anything so just make it
do the same as clicking the shortcut column.

I had this problem but I think I have just found the cause. The comment
at the bottom of the window says "To edit a shortcut, click the row and
hold down the new keys ..". In fact you have to click the right hand
end of the row where it shows the existing shortcut or Disabled. The

More over you can't set the keyboard preferences anymore (for example
CTRL+ALT+BACKSPACE to kill the server X).
A workaraund for the terminal is to set it as a compiz extra shortcut.
