Running system-settings again s
This happens when opening gnome-control-center from the desktop menu
bar. An opened instance of the control-center opened from sound menu
does not come to front.

gtk_window_present() indeed doesn't always present the dialog, it might
just claim for attention when things are on a different workspace, we
should maybe change gnome-control-center to use something else then

No pedro, it's not specific to compiz, it happens in unity-2d as well
and when calling gnome-control-center from a command line (try without
the shell menus but by running the command)
