had the same problem in 14.04 but never tried to adjust it

Current 14.04 LTS candidate also requires setting the device's
deceleration via xinput; using the SysPrefs slider has no effect on the
touchpad's speed.

This is no longer a bug in 13.04, the fact that the mouse & touchpad panel
setting doesn't relect current setting if altered from default is a different
issue.

After update today, I can report I can change the speed by moving levers
in mouse&touchpad settings.However, the levers reset after closing
and opening again the mouse&touchpad settings, and do not reflect the
actual speed.

I can report that the bug is present in Raring 13.04. I try to make
changes to speed using the system settings. Moving the levers to
change speed does not seem to have an effect and the lever changes are
not persistent (they are reset after reopening the mouse settings.

Confirmed for 11.10. I have to manually change the settings using
synclient FingerLow=5
synclient FingerHigh=10
etc. to get a reasonable response from the touchpad. changing
sensitivity or speed in the control panel does nothing.

I can confirm that not only the touch pad, but my mice aw well aren't
responding to changes made to speed and sensitivity in the System
Settings. Both 32 and 64 bit partitions running 11.10 have the same
issue.
