This doesn't appear to be a bug in empathy upstrea, it's on our end.
First guess would be GTK handling minimum window sizes wrong. This is a
regression in a release and I am tagging it as such.

It appears the status changer drop-down goes away when the window is
resized to the smallest width possible.
