Bump liboil external dependency to 0.3.14

Hi, yesterday I've change gst-plugins-base to require liboil 0.3.14 or newer. This new version adds some new functions which are nice to have and works fine (i.e. passes testsuite) on at all architectures Debian supports[0]. Would be nice if the external dependency version could be bumped to 0.3.1
