I see I've made a typo regarding icmp_seq in the output of the second
run of ping (icmp_seq 1, then 2, and then 1 again, but the last one
should be 3). I typed this manually, so there may be other typos as
well. But I can't see any typos regarding the main point, I got the ping

I presume you're using Network Manager to manage the connection to your
phone over Bluetooth? Assuming this is so, I think this needs to be
looked at from the perspective of Network Manager in the first instance.
Problem continued after fresh install, with latest v4 kernel from mainline.
No longer have this laptop so cannot do further testing on this bug.
Will keep bug here for anyone else who may come across this issue.
