verified that the version of gtk+2.0 2.24.30-1ubuntu1.16.04.1 in -proposed

from yakkety-proposed and it resolves the issue on my vm installation,

Thank you for your bug report, what do you mean "You're suppose to see
only the installed packages."? Is that specific to Ubuntu GNOME or do
you get the issue with Ubuntu as well?

rename ~/.config/chromium (which remained after purge, not sure if it should?)
reboot
$ sudo apt-get install chromium
copy old Bookmarks to new ~/.config/chromium/Default/
