Deleting the synaptics driver resolves the issue. It appears the driver needs to be deleted with the introduction of the libinput driver (now that the synaptics driver has been deprecated). However this issue/bug occurred as the synaptic driver was not deleted during the upgrade to 18.04 from 16.

This is somewhat expected. TVs have no need to offer many resolution options other than standard broadcast formats. TVs (if using HDMI) are also required to limit colour resolution compared to monitors, but that might not be what you're talking about... What options are missing that you expected?
