Ok. On my low end celeron based intel graphics laptop the existing 20.04.1
version of mutter on the iso has this blinking problem.
So the uplift to v3.36.6 version of mutter in proposed does not regress
further than it already is.

to drag and drop (only).

Thank you for sharing the results and investigating this touchpad issue!
One thing confuses me is for the ELAN touchpad, no single interrupt
fires when you put finger on the touchpad while for the Synaptics
touchpad, you still see interrupts firing but with a very rate of ~7Hz.

Forgot to mention, menus in gnome-shell itself (top bar, dock, and other
panels) do not suffer from this delay. They close immediately. This

Ubuntu 19.10 is not supported. It reached end of life on July 17, 2020.

I'm having this problem years later in Gnome 3.36.3, Ubuntu 20.04.1. It
also happened in 19.x. I don't think it's a duplicate of #1181666
