In Wayland, some maximized windows such as gnome-terminal and Eclipse

I agree that is a problem with Network Manager, maybe also affects
different vpn besides OpenVPN; this same problem is present in CentOS 7
and 8.
Which config do you need?
I tried to draw the network scheme to help understanding my setup.

Confirmed the clicking on a window problem is fixed by adding in
4d54c3c556d753c0b981406937948895141dc1d4.
But I can't figure out exactly what is causing the Alt-Tab issue. It
looks like it's somewhere in this massive commit:
