the time, likely to get information which is misleading, since it shows
info from the *most recently* uploaded snap, regardless of which channel
the snap was uploaded to.

I had this issue and then purged my system of the Intel Linux Graphics
Installer packages, downgrading packages to the latest available in
trusty-updates as appropriate. After doing that I was successfully able
to install 14.04.2 using the Utopic HWE stack.

I doubt this is a dbconfig-common issue - note that the issue is that
the PostgreSQL *cluster* is missing, not the databases.
