Public bug reported:
Steps to reproduce as normal user:
$ gedit /var/log/syslog
File - Save as (grayed out)
Ctrl+Shift+S is working, though.
Gedit 3.8.3
Ubuntu 13.10
Was in German (Speichern unter) if that matters.
** Affects: gedit (Ubuntu)
Importance: Undecided
Status: New
I can confirm that just booting the latest kernel
(3.13.0-031300rc2-generic) is fixing this! Display is in normal
brightness setting during bootup.

Public bug reported:
Reproducable, every time when I boot, I experience following:
- BIOS screen
- Screen turns purple (Ubuntu color)
- Screen turns black and backlight off (really black)
- GDM drumroll can be heard.
Simply pressing the hardware key increase backlight brings back the
backlight.
