Just upgraded to 17.04 from 16.10 and it's just plain broken (i.e. h/w
restart and/or 'service network-manager-restart' doesn't fix it).
Tried GRUB boot from 14.04 (which I still have on a spare partition) and
all working ok - so we can't blame hardware or ISP problems...

I think the problem has come back again. I did a fresh install post
beta 2 (April-07 daily build) on my production partition as my test
partition had been running so well (see my comment 2013-03-16).
Unfortunately the video diver was then broken again.
Now running OK on proprietry AMD
f.y.i. I think it just got sorted (on my machine anyway) after updating
today. Mark as 'fixed'?

f.y.i. I swapped the ATI Caicos [Radeon HD 6450] card for an Nvidea 8500
and all worked beautifully.
= ATI ~ it's all your fault ;-) (but works just fine on 12.10 so no
hardware issues I think)

Having run the live 13.04 beta (downloaded 4 Mar, updated 5th) desktop
runs *beautifully* on [AMD] nee ATI Caicos [Radeon HD 6450] with system
graphics reported as 'Gallium 0.4 on AMD CAICOS', but after install the
system hangs at an overscanning (or blank colour) log-on

Me too! With my Acer AspireOne/Intel Centrino Wireless-N 1000 card. Acer
works fine on 11.04 (which I have had to fall back to.)
11.10 works with ethernet (c. 800KiB/s) but 0 - ten's or hundreds of B/s (not
KiB) so totally unusable, tho some connectivity.
11.10 works fine on my Broadcom
