As I commented above, this is still happenning in Ubuntu 13.04,
LibreOffice 4.0.2.2.
When I open the file, it opens with a line of text going right-to-left.
When I press Ctrl-1, it switches to Heading 1 style, but is now going
left-to-right instead of right-to-left.

Attached an example document.
The document should open with a line of Hebrew and English text going
right to left.
If the style of the text is switched from Text Body to any thing else,
it would switch to left to right.
This is still happening in LibreOffice 4.0.2.2 on Ubuntu 13.04

switching style of paragraph switches
Public bug reported:
When one switches the style of an RTL paragraph (like from Heading 1 to
Heading 2), the paragraph switches back to LTR mode.
Reproduction steps:
1. Open LibreOffice Writer
2. Write some text in paragraph
3. Switch to RTL direction
4. Change paragraph style
