Fixing by moving the wesnoth executable (with its desktop entry and AppStream component metainfo) from the wesnoth-1.16-core binary package to wesnoth-1.16 and changing wesnoth-1.16's hard dependencies on campaign packages into recommendations, as discussed last month on the debian-devel-games mailing list.
