The bug is fixed for me by installing xserver-common and xserver-xorg-
core version 2:1.18.4-0ubuntu0.8 from xenial-proposed. I will continue
to run this version and watch for problems, but it seems good so far.

I'm sorry, my previous comment seems to be untrue.
I have just found that aptitude will happily upgrade everything else the latest
version, if I hold just these five packages at the versions listed:

libegl1-mesa:amd64 11.2.0-1ubuntu2
libgl1-mesa-dri:i386
Thank you @gedakc for pointing out that old package versions are
available to download from Launchpad. I did not know that.
