If my assumption is correct, the bug should be reported against the ffmpeg source package (which has replaced libav in Debian & Ubuntu Wily). It appears that in the next version of ffmpeg (7:2.8.1), libavcodec-ffmpeg-extra56 & libavcodec-ffmpeg56 become alternative dependencies as you suggest.
