I ran into this after an update from 16.04. I had a custom panel as well
but I found a way to show the notification panel again without resetting
the dconf configuration. I had three indicator-application.desktop files
(and I IIRC likewise as many probably competing running instances of
it):
/usr/

I can confirm that the dbus-launch workaround mentioned in #14 also
helps when running mate-desktop in 16.04 xenial upgraded from
12.04+14.04 (manually... so this might not be a real bug there).

I doubt that this verbose log helps much, but here you go...
This is with a Trust 17676 webcam (145f:019f) on Debian 8 (guvcview
2.0.1+debian-1).

mine are either 104 or 0 bytes, but that's just because there are two
