So it seems that it does away with the following kernel option: i915.enable_psr=0 It seems from some Dell user forum that some have had the same issues on Windows and disabling the panel self refresh worked for them so I was searching along these lines. I'm certain it's not a "clean" fix however

I have also been trying to see what are the packages difference between the OEM version and 19.04 since I suspect that Dell might have addressed this issue in their version.
