I rarely suspended so I can't comment on that aspect. I know that sound fails
often when when I restart from already logged in, or restart from windows.
Whenever I boot into Windows I always did a full Linux shutdown, so subsequent
Ubuntu restart is effectively a cold start.

Ubuntu 16.04 - fully upto date with all updates.
Menus not visible on Terminal, but running
initctl restart unity-panel-service
definitely restores the missing menus.
I rarely use many other application - but I can confirm that Firefox
doesn't seem ever to loose it's menus.
