I found a fix for the issue.
While I am not sure what is causing it (firefox or ubuntu) the problem is in
the "mimeTypes.rdf". delete the file while firefox is not running and the
problem is gone.

I have the problem with other settings apart from keyboard shortcuts on
different machines as well.
(Focus behaviour, window raise behaviour)

I have the same problem with the gnome fallback session.
It is *really* annoying that alt-f7 is reset to initiate move window.
When trying to change it via ccsm it is directly reset in the session. When
changed by gconf-editor,
/apps/compiz-1/plugins/move/screen0/options/initiate_key it works at
