I have the same problem. Setting "CreateIPPPrinterQueues" to "No" doesn't change anything. I'm running Ubuntu 18.04.2 and under http://localhost:631/printers/ only the manually added printers show up. The gnome settings or avahi or something else keeps constantly adding all the printers in the net
