I inserted 3 spaces into the return address field on each line to work around it.

But we determined that it was apparently a bug in cups, not LibreOffice. Note: it is definitely not a problem with printer margins. In fact, I increased that setting, but it still truncated, only further from the edge. I believe the problem is that the printer needs to be set to a larger paper size for a #10 envelope; 9.5 inches vs 8.5. When I print to PDF, I can see both the envelope and the document, and the return address is truncated right about at the 8.5" edge of the document. I've printed to the same printer using Windows, and noticed that it sets the printer to "legal"; in fact, I sometimes got annoyed that it would stop and prompt me to "Load legal" on the printer, and I would need to press the continue button, whereupon it would print the envelope with no problems. Printing to a PDF file prints normally, so I think that means the actual printer needs to be set. The PDF file is the correct size, but even trying to print from it causes truncation unless it is printed to an 8.5 x 11 sheet of paper. I first discovered this problem a few years ago, I believe, but gave up trying to solve it.
