Still happening on 18.04 - slight difference - I can't get past the
"Select Printer Driver" screen while "Loading drivers database..." and
the swirling busy icon are up, so I don't have the printer at all.

Yes - still there - but theme dependent. Ambiance and Radiance are the same as
in your image.
The Arcs (dark, darker) work, though the borders are hard to see.
High Contrast works.

Under Edit->Preferences->Display The tabs for "Formatting, Tags, Advanced" do
not look like tabs, just words. Making it very difficult to realize they were
tabs to be clicked on.
