Title:
  Radiance theme sometimes uses the wrong colors for the panel at the
  top

Status in “light-themes” package in Ubuntu:
  Expired

Bug description:
  As far as I understand, the panel is supposed to have a light background with 
dark text - same as window decorations. But it often changes colors to dark, 
with light text and dark icons (which are very hard to see). See the attached 
screenshot.
  When I restart Unity, it reverts back to normal.
