This is happening on Ubuntu 13.04 with indicator-applet-appmenu on
gnome-panel. There is no libreoffice menu on the panel.

I have the same issue. Sometimes the menu would not show up at all,
sometimes it would show up but any selection would be completely
unresponsive. The workaround was to run sudo apt-get remove
libreoffice-gtk. I don't get the Unity menu anymore, but at least I can
get work done.

I'd originally had this problem on Ubuntu 12.04. A fresh install to
Ubuntu 12.10 Beta 2 fixed the issue. However, as of todays updates to
LibreOffice 3.6.2, the problem has returned.

Partly solved by LO 3.6.1~rc2-1ubuntu5.
The menubar still is displayed in the unity panel when the globalmeny is
disabled using UBUNTU_MENUPROXY=0.
Workaround for Unity with globalmeny disabled:
- remove all appmenu packages.

Note about using calc with Lubuntu:
what i have discovered:
- calc has no menu bar, thats it
- the menu bar can be displayed if the libreoffice meta-package is installed
That seems an upstream design, but its bad if an user only wants to
install/use a single app like calc.

I've the same issue with Lubuntu Quantal, I tried a dist-upgrade to the
latest version and I still don't have the menu bar in LO.
