Public bug reported:

The password dialog to sign back in when the screen is locked shakes if
an incorrect password is entered, and this is a good idea. However, I
think it would be improved if it shook immediately when an incorrect
password is entered. I understand that delaying for a few seconds is a
good idea (it prevents password-guess bombardment) but currently if I
enter my password and get it wrong, I see the password dialog freeze for
a few seconds and *then* shake. So, after about 500ms, I *know* that
it's going to shake, but it doesn't happen; I have to wait. I think the
experience would be improved if the shake happened immediately, even if
I am prevented from trying again for a few seconds.
