Please do the following:
First, run this command in a terminal so we can get some more
information about your hardware: apport-collect 1125782
Second, please get a log from PulseAudio, as per the instructions as
https://wiki.ubuntu.com/PulseAudio/Log.

In Skype i have the problem that the sound of skype is only working,
when i open the settings window of pulse audio. As soon as i close it
again the sound has noise in it again and skype is unuseable, as long
you don't want to test your ear "tolerance".
