I have suffered from this bug for quite a long time from KDE 4.9 to KDE
4.10.4 and from Ubuntu 12.10 to 13.04. There is a post about some
details on this bug in AMD Linux bug report:

I can confirm this bug. Same graphics card and KDE 4.10.3. This isn't
distribution specific and only occurs under KDE.
