Public bug reported: Turning on "Content sticks to fingers" works as intended with a touchpad but not a mousewheel. Mousewheel scrolling (at least with a Microsoft Intellimouse) is unaffected by turning on "Content sticks to fingers".
Expected behavior: Turning on "Content sticks to fingers" should scroll the content of the page "up" when pushing the mousewheel "up" (away from your body). Actual behavior: Pushing the mousewheel "up" (away from your body) still scrolls the scrollbar handle up and the content of the page "down".
