On a DELL E6530 (Ethernet Intel Corporation 82579LM Gigabit Network card).
After an update from quantal to raring I've the wired connection.
It seams a regression in Network Manager. It works perfectly
Same issue with Dell E6410, when the power cable is removed and I want
to plug the ethernet cable nothing is detected.
But if I remove the power cable while the ethernet cable is plugged the
connection status is not lost

As a workaround we can use powertop. Using this tool as root (sudo
powertop), go the Tunables tab using left/right keys and toggle the
correct entry, in my case it was Runtime PM for PCI Device Intel
Status changed to 'Confirmed' because the bug affects multiple users.
