This issue has sat with a status of 'Incomplete' for almost nine years
without any response so it is being closed as 'Invalid' although the bug
may well have been fixed.
Ubuntu 13.10 (saucy) reached end-of-life on July 17, 2014.

I confirmed that a similar bug is affecting me, when using multitouch screen,
not only on chrome/chromium but also when using multi touch on ( 3 or 5
fingers) on Dash
