I think you addressed the wrong bug report. This bug is:
- not arm64 specific
- not fixed by running autoreconf (the package already uses it)
- not caused by outdated config.guess/sub files (the package updates the files
during build)

Arm64 builds are usually fixed by running dh_autoreconf or autotools-dev
from the debian/rules file. While this may have worked, i wouldn't
recommend it.
