Ignoring this EOL business for now, here's a quick fix, the problem and
the solution.
The quick fix is miraculous, really. You just type nm-applet on the
command line.
The problem was that Network Manager was deselected in Session Startup
Dialogue. I probably did this and forgot all about it. So,
Xubuntu 13.04 has reached EOL recently and is not supported anymore.
